Role and Function of a Human Resources Department In todayââ¬â¢s work environment, organizations are continually seeking an advantage over the competition. One resource to assist with this ambition is to utilize the human resources (HR) department as a strategic partner in the micro and macro planning of the organization. This paper will define the role and function while distinguishing the duties and responsibilities of an effective HR department. Thus, a company will have to develop an effective strategy for moving its services to a cloud platform. The strategy should consider various factors including remote administration, resource management and the available cloud computing vendor SLA guidelines (Buyya, Yeo, Venugopal, 2008, p.98). The various factors to consider are discussed below. The concept of remote administration There are many definitions with regard to remote administration. However, the general explanation of remote administration is that it involves the process of configuring and controlling a computer system with the physical presence of the administrator. It therefore, implies that the computer system is managed and controlled from a different location from where it is located. The advancement of technology has led to the discovery of new inventions regarding remote administration and this has been accelerated by the increase in the number of software that are been developed around the world to help in managing computer systems from a distance. It is therefore necessary for DSI to have an effective remote administration system before launching its services. An effective remote administration system The remote administration system is a very vital component in an organization that is considering launching it services on a cloud computing platform. Thus, the management of DSI will have to ensure that there is a well set up and configured remote administration system before they can launch the Online Spatial delivery System (OSDS) on cloud computing platform. The system will be necessary especially where DSIs administrators need to ensure that the IT resources available on the cloud computing platform are effectively managed. For the remote administration to work effectively, the company should ensure that they have a well established internet connection between its systems and the cloud platform from the service provider. Connecting to the cloud computing platform will ensure that DSI can view how OSDS resources are utilized. In general, the remote administration system connects an organization to the cloud platform and thus they can be able to regulate their resources and servic es without their physical presence. Some of the tasks that DSIs administrator will be able to perform using the remote administration system include; DSI will set up and configure the OSDS services on the cloud DSIs administrator will be able to observe and evaluate the performance of OSDS The concept of resource management In an organization, there exists a variety of resources that are utilized to help in the operations of the company. These resources are what give an organization a competitive advantage and as such the resources need to be managed effectively for the organization to keep competing favorably. The resource could be in terms of raw materials, labor, or any other existing infrastructure. This, therefore, requires the management of DSI to have a well structured strategy that will ensure that the existing resources are well managed leading to the realization of the outlined goals and objectives. Also an organization should ensure that its resources are well utilized. DSI should consider the resource management system provided by the existing vendors before deciding on moving the OSDS services on the cloud computing platform. Well structured resource management system It is necessary for the cloud computing service provider to have a well structured system that will be used to coordinate the OSDS resources and services based on the terms of agreement that the service provider and DSI will have developed. It is necessary for the provided resource management system to incorporate virtual infrastructure machine (VIM) that will help in coordinating the various OSDS hardware resources (Patel, P., Ranabahu, Sheth, 2009, p.123). in general, the resource management system will be important to DSI as it will help in accomplishing the following task; It will facilitate the coordination of the various OSDS resources With a well structured resource management system, DSI will be able to implement the necessary OSDS user policies. Consideration of the available SLA guidelines For any organization that is considering outsourcing IT resources or service it is necessary to consider the SLA guidelines that are provided by the cloud vendor. These guidelines are what defines the relationship that the cloud service provider has with the client in this case, department of spatial information (DSI) that is, the SLA guidelines outlines the terms of contract that the between the service provider and DSI. The SLA guidelines may vary from vendor to vendor but the basic aspects that should be covered include; the terms of agreement, the duration of the contract, and the metrics that an organization can use to measure the performance of the services provided which includes the availability and the reliability of the services provided. Therefore, DSI should compare the SLA guidelines for different vendors so that it may choose on the one that is suitable for its OSDS services. In addition, DSI management should consider drafting some of the SLA requirements that it is looking for so that it becomes easier to select those that are almost similar to its expectations. Having a well structured SLA guidelines will ensure that the process of launching the OSDS services on a cloud computing platform is done in a professional way that I both satisfactory to the service provider and the client. This will, in turn, ensure that the OSDS does not experience frequent failures (Buyya, Yeo, Venugopal, 2008, p.145). The Concept of Backup and Disaster Recovery While using the cloud computing services, DSI should ensure that there are necessary measures and mechanisms to backup or recover the date in case of a system failure. This, therefore, implies that DSI will have to develop the necessary backup and disaster recovery plan for its Online Spatial Delivery System. A backup plan involves having a well outlined strategy that is used to archive data such that when the system fails the data is not destroyed or lost. Thus, DSI should ensure that they have a well structured strategy and the necessary facilities that will be used in case there is a system failure. Apart from having an effective backup plan, DSI should also develop a disaster recovery strategy which will be used to restore data after the system has failed due to the occurrence of unforeseen circumstance or natural disaster. Hence, with an effective recovery strategy, DSI can continue its operations in the event of a disaster occurring. Assessing the Effectiveness of the SLA using Erls guidelines There are various factors that an organization should consider before accepting on the SLA provisions of any given service provider. Based on the Erls guidelines an effective SLA provision should have the following aspects well outlined; Outline of the Business Policies The SLA provisions of any cloud computing service provider should give an outline of various policies which governs the relationship of the client and the service provider. The policies outlined will in many circumstances vary based on the nature of the business. The provisions can be based on the business services or products. In this case, the cloud service provider should clearly state their responsibility in ensuring that the OSDS services will reach the clients. The SLA should guarantee the delivery of service by the Cloud service provider After the cloud service provider has clearly outlined the responsibilities, the provider should be able to guarantee to the client through the SLA provisions that the services will be delivered effectively as required. In this case, the service provider should outline the measures to be used to assess its performance. The performance can be assessed by monitoring the availability and reliability of the service. The cloud service provider should also state on the measures to be taken in case the service provided does not meet the expectations of the client that is, DSI. SLA guideline should outline the Services offered According to Erls guidelines, the cloud service provider should vividly state the services that will be provided to DSI. Outline how governance and versioning is done The SLA guideline for any cloud service provider should clearly define the role of the cloud service provider and the client. Specifying the roles eliminates the aspect of confusing roles between the provider and he client. Have the necessary support mechanisms The SLA provided by any service provider need to outline the support mechanisms that the client will be provided with in case of the system failure or when the cloud computing platform is down. Thus, from the Erls guidelines outlined above, DSI should be careful while selecting a cloud computing vendor to ensure that the launch of OSDS is effective according to the management expectations. DSI should carefully scrutinize the vendors SLA guidelines to ensure that there are no loopholes that the provider can use to exploit the clients. Summary The evaluation above was carried out to assess various requirements and effectiveness of cloud computing platforms. The results of the assessment will be of great help to the Department of Spatial information (DSI) that is considering launching its Online Spatial Service Delivery (OSDS). It is observed from the assessment that before launching the OSDS service on a cloud platform, DSI should ensure that; The necessary technical requirements are met. This includes having an effective remote administration system, and resource management system. DSI should also effectively scrutinize the SLA provisions of the various vendors so as to be able to choose on the suitable vendor. Other factors that need to be considered are an effective backup and disaster recovery plan With the launch of the OSDS on a cloud computing platform, DSI will benefit greatly because; they will be able to lower their cost of operations, and ensure fast delivery of OSDS services to the clients. Despite of the cloud computing benefits, there are a lot of risks that are associated with the cloud computing platform including the risk of losing confidential information and operations of the business may be impaired where the cloud fails. For the past 40 years, since the first video games were created, the gaming industry has developed games that would surpass other games before it. Since the late 1970ââ¬â¢s, when the first two games of ââ¬Å"Pac-manâ⬠and ââ¬Å"Space Invadersâ⬠were created, video games have changed tremendously over time. The late 1970ââ¬â¢s through the 1980ââ¬â¢s video game makers used what was called an 8-bit graphic system, which limited many features they could put in video games. Violence was not realistic, blood was not red, and so violence in video games was not incorporated into the new games that appeared on the market. In the early 1990ââ¬â¢s, video game makers began using a 16-bit graphic system which would enable them to incorporate much more detail of violence and blood into video games. This caused an increase in violent video game demand and an increase in realistic violent events incorporated into these games. With technology in video games enhanced, the productivity on violent videos games moved up as well. When a game called ââ¬ËMortal Kombatââ¬â¢ was released in the early 1990ââ¬â¢s with a gruesome death seen in the game, the US Congress had to intervene. They told the gaming industry they had to come up with an accurate grading system to rate the games on age-appropriateness and content-appropriateness. This brought on the ESRB or A. K. A the ââ¬Å"Entertainment Software Rating Board. â⬠While rating each video game and posting that rate on them has improved access by small children, teens and young adults can still buy and view very violent scenes. In 2007, there was a tragic event at Virginia Tech University. A young man by the name of Seung Hui Cho went on a rampage on the campus and killed a total of ââ¬Å"32 students and facultyâ⬠. Cho admitted to watching videos games before the rampant killing, and just like the ââ¬Å"Columbine massacre,â⬠people blamed the Virginia Tech shooting on violent video games. There were also other mental health factors that attributed to this senseless act of violence. In the year 1999, a tragic shooting at Columbine High School occurred. Eric Harris and Dylan Klebold killed 12 students, along with one teacher. Shortly after the attack and killing of their fellow students and teacher, they both committed suicide. After the massacre, a police investigation revealed a video tape of both the boys. In the video, both boys made the comment saying it would be ââ¬Å"just like doomâ⬠. ââ¬Å"Doomâ⬠is a violent video game that burst on the market in the 1990ââ¬â¢s shortly after the new genre of gaming called ââ¬Å"first person shooter,â⬠a 3-dementional environment type of video game, showed up on the scene. Since the ââ¬Å"Columbine massacreâ⬠and the shooting at Virginia Tech, scientists have more thoroughly studied whether violent video games causing aggressive behavior can be linked together. Since the inception of media, especially after violence was introduced to it, hundreds of studies have focused their research on viewing these violent acts and aggression. When violent video games emerged, researchers turned to analyzing these much more closely. Many of the studies focused on the sex of the person and studying male versus female aggression after viewing and playing video games. Some studied viewing violent video games versus playing the violent games to find if there was a connection between the two. But the question remains: Can scientists, with certainty, conclude that an activity that most children and teenagers partake in, lead to violence in such a small percentage of those children and teenagers? In 2007, C. J. Ferguson from Texas AM University reviewed articles/studies based on the positive and negative effects of violent video games. In his research, the ââ¬Å"relationship between video game violence and aggressionâ⬠¦have produced mixed findingsâ⬠. Throughout Fergusons tudy, he ââ¬Å"specifically found significant problems with publication bias in the video games effects literature, as well a tendency for the use of unstandardized measures of aggressionâ⬠¦Ã¢â¬ If there are no standardized ways of testing aggression, how can a relationship between aggression and video games be concluded? Ferguson also found in the studies he reviewe d, most of them leaned toward focusing on the negative aspects of video games. The advantage of playing video games can be proven in their ability to enhance learning, hand-eye coordination, and this in turn can enable children and teenagers to do better in school. Violent video games can help overcome anxiety by providing entertainment without leaving the house, taking everyday stresses out on the characters in the game instead of real life, takes the adolescentââ¬â¢s minds off worries and stress of the outside world, and encourages children to stay out of trouble. Video games can render all of these various statements against video games and their creators are false. Video games help reduce stress and anger by providing an outlet for tension, providing entertainment, and providing motivation to consistently achieve higher scores or levels, in the video games. Violent Video Games do not cause increased violent tendencies in youth and adolescents due to the fact violent video games have been around for years and in those years violence caused by teens have actually been dropping rather than increasing. Also, violent video games have been shown through research that the negatives are highly outweighed by the positives. Also, with the introduction of interactive gaming there are a new range of possibilities for violent video games Very few studies have researched the positive effects of video games. The studies that Ferguson reviewed revealed that viewing violent video games appear to increase a personââ¬â¢s ââ¬Å"visuospatial cognitionâ⬠. According to Websterââ¬â¢s Dictionary, visuospatial is defined as: ââ¬Å"Of or relating to visual perception of spatial relationships among objects. â⬠Watching video games tends to improve hand eye coordination, and gives the person an increased ability to view multiple scenes taking place, like finding where that missing piece of the puzzle is. Ferguson found no correlation between violent video games and negative behavioral effects, only the visual effects noted above. Ferguson concluded that research from current studies have been analyzed cannot link watching violent video games to aggressive behavior. In the study conducted by Jim Blascovich, at the University of California at Santa Barbara, he concluded that the more elaborate the graphics are the more of a tendency exists to exhibit aggressive behavior after viewing video games. Explicit viewing material tended to be more realistic, thus producing aggressive behavior in the real world. As stated earlier, Pac-manââ¬â¢s graphics were very elementary in content, and as graphics have become more sophisticated, the violence and death scenes have become more realistic in todayââ¬â¢s video games. Each study reviewed, tended to suggest there is some link between viewing violent video games and aggression. As stated in the article by Porter and Starcevic, ââ¬Å"Several lines of evidence suggest that there is a link between exposure to violent video games and aggressive behavior. However, methodological shortcomings of research conducted so far make several interpretations of this relationship possibleâ⬠. Can aggressive behavior be completely linked to watching video games? Or are there other extenuating circumstances that influence this behavior? Studies suggest a link in video watching and aggression, but researchers have not been able to find a direct causal relationship between the two. As in most behaviors, there are many other factors that may contribute to the personââ¬â¢s behavior and their actions to a specific event. To conclude that watching violent video games causes aggression cannot be said with certainty, unless other variables can be controlled for. Those variables would include sex, family history, tendencies toward aggressive behavior prior to watching video games, and many other factors that influence our behavior. With the sale of video games in the United States being in the billions and the number of people viewing these acts of violence being so numerous, there had to be other factors that influence this aggressive behavior. The sheer numbers of people who view these violent video games versus the number of aggressive acts are not even close in numbers. After each mass killing that has occurred, the events leading up to it are dissected and studied. It is agreed upon that viewing or playing violent video games were part of these murderersââ¬â¢ lives, but other influences also were involved. I also believe that the parents are to blame as much as the child in the disciplining of video game use. I mean, yes, video games are the new technological advancement here in America and everybody is eager to see whatââ¬â¢s next, but this shouldnââ¬â¢t interfere with your daily life. It has been increasingly noticed that some people developed roblem video game use (spending too much time playing video games). Ninety percent of American youth play video games and fifteen percent may be addicted to them. This can cause many parents to be worried whether their child has an addiction or not. To identify a valid addiction there has to be some real problems interfering with daily life. For example, a combination of social, school, family, and psychological functioning being negatively affected by video game use. There is a list of signs that can help you identify if your child has an addiction. The list includes, excessive amount of time spent on video games, how often the child thinks about playing when he is not playing, and video games being the cause of problems in the family or social activities. These are just a few signs to look for a real addiction. Nowadays, violent video games are a big trend and most kids play them, but there is no evidence or proof of these millions of kids playing video games randomly killing people or committing violent acts. Violent video games do create some aggressive thoughts but those thoughts depending on the person can transform to violence or they can simply disappear. There are no longitudinal studies or scientific proof that violent video games are the mere cause of violence or if they do indeed cause violence in the first place. Further research and studies are required in order to know more about the effects of video games. But I think that video games affect each person differently and that the mentality of a person plays a role as well as other factors such as the environment for a person to become violent or not violent. .
